  • New pool rules next month

SWIMMING pool and spa owners on the Mornington Peninsula have until Monday 1 June to register them with the council or they could be liable to fines of up to $1652. This follows the implementation of state laws to improve pool and spa safety throughout Victoria which came into effect last December. In Victoria, 27 children under five have drowned over the past 20 years – mostly in private pools and spas. The state coroner found that in at least 20 of these cases the safety barrier was non-compliant, and that this was likely to have played a role in their deaths. There are a “known” 17,000 pools and spas on the peninsula – reportedly the second highest of any other Australian municipality. Former mayor Cr David Gill last week said the shire had mailed out two reminders of the approaching registration deadline to pool owners – one late last year and the latest in the past few weeks. The laws apply to pools and spas more than 30cm deep and include above ground and temporary pools and spas, but not small children’s inflatable pools. Social media sites, such as WTF Mount Eliza, lit up at the weekend with reports of bogus private building inspectors cold-calling panicked pool owners and quoting fees of $1000-$1500 for first-time inspections. Extra callouts would cost extra. The reports prompted Frankston Council mayor Cr Sandra Mayer to warn that the “confusing and stressful” calls had been made by companies “falsely claiming to represent council”. Notifying Mornington Peninsula Shire of a pool or spa and paying a $31.84 registration fee is the first step in the compliance process. Owners will then be told the date they need to have their first certificate of pool barrier compliance issued by a registered building surveyor or building inspector. Owners must arrange the private inspections and then lodge the certificate with the shire by the due date. The News spoke to three registered building inspectors who quoted $300-$395 for an initial inspection and $150-$165 for subsequent inspections. Owners of pools and spas built before 1 June 2020, with an unknown construction date, will be charged a search fee of $47.24. Those with pools and spas built after 1 June 2020 must register within 30 days of receiving their occupancy permit or certificate of final inspection. If an inspector identifies a safety issue, owners will have 60 days to rectify the fault and make their pools compliant. Owners of pools and spas built before 30 June 1994 must lodge a certificate of barrier compliance by 1 June 2021; those built 1 July 1994-1 May 2010 by 1 June 2022, and those built 1 May 2010-31 May 2020 by 1 June 2023. Certificates must be lodged with the shire every four years. The onus of registration is on the owner of a property – not a tenant. Tenants unsure if a pool or spa is registered should contact their property manager. The shire says its role is to maintain a register of pools and enforce non-compliance. It does not offer pool and spa inspections and is not affiliated with any providers of this service. Planning and building director David Bergin said any provider claiming to be affiliated with or endorsed by the council was “giving the pool owner misinformation”. Shire officers will only inspect pools to confirm that they have been decommissioned.* Mornington Peninsula Fences is a 100% compliant and preferred installer of pool fences on the Peninsula so contact Sam if you need to update your fence. *First published in the Southern Peninsula News – 19 May 2020

  • Why Autumn and Winter is the best time to build your new fence

"I need this fence done by Christmas" If I had a dollar for every time someone asked me that I'd be a very wealthy man! It's probably the most frustrating time for everyone. Christmas always seems to sneak up on us (even though it happens every year) and all of a sudden we realise, "Oh, I've only got a few weeks to get the fence sorted". This is even more so with fences on the Mornington Peninsula. And while a few weeks may sound like a reasonable lead time, at this time of year good fencing companies on the Mornington Peninsula and Fence companies in Melbourne too, can be booked out months ahead. Not only that, timber yards prepare to shut down, gate makers are busier than ever and everything goes into a whole lot of bottlenecks that can mean that fence you wanted for Christmas will either not be built in time, or will be built by a shoddy operator so you need to get it fixed by the New Year (January is also a busy time for fences for us as we find ourselves fixing the mistakes of others - usually for people who didn't want to wait). That's why when anyone ever asks 'when should I get a fence built' my answer is Autumn/ Winter! Not only will you find that you will be able to get the contractor of your choice to do the job for you, you won't be stuck with the last minute panic of getting a fence done before Christmas. Call it Christmas fencing in July if you will :) For a no obligation quote any time of the year - yes, even just before Christmas, you can call me direct on 0403 833 623.

  • Top Five Tips for Brush Fencing

When it comes to creating a beautifully natural look and feel it’s hard to beat a well constructed brush fence. A properly built brush fence will blend in perfectly with the Mornington Peninsula landscape and last for many years. It’s one of our most requested fences and we take great pride in building the best brush fences on the Mornington Peninsula. However not all brush fences are built equal so here are our top five tips for getting the best brush fence for your buck. 1. You want to get it built by someone qualified. Why? Because brush fences required specialist skills to be built properly. For a brush fence to last the distance it really does need to be built using qualified workmanship. When getting quotes ask to see previous work. Even better if it’s work from years back so you can see how long their work lasts. Poorly built brush fences will potentially look great when first built but deteriorate quickly due to lack of skill or cutting corners. You know when you see those fences that look frayed and messy? This is usually a result of this. We are always happy to provide you with details of previous work. If someone is reluctant this should be a cause for query. 2. Make sure it’s built with quality materials. How can you tell? Ask your contractor to specify the materials used and if you have multiple quotes then ask your contractors to talk you through their brush fence materials versus others quoted and what the differences are. A much cheaper quote is often due to inferior materials so make sure you know what you’re getting. At Mornington Peninsula Fences we only use quality Solomit brush fence panels that last the distance and look great for years. 3. The right roll top can make a world of difference. Roll top capping is a very popular option but not all roll tops are created equal. If you choose roll top capping for your brush fence a hand thatched roll top is unbeatable in terms of looks a longevity compared with any other form of roll tops. 4. Your garden will thank you One advantage of brushwood fences is that they are less likely to cause heat damage to your plants. Steel, wood, concrete or brick fences can all attract and hold heat and this can cause damaged even to established plants in the harsh Australian climate (yes, even in Southern Victoria). A brush panel fence can even have plants grow right up against the fence without causing heat damage. 5. Patience is a virtue Good brush fencing contractors are usually in high demand so be prepared to wait a few weeks (possibly even months in the lead up to Christmas) due to backlog. We know this can be frustrating however we promise it is worth the wait given you’ll be living with your fence for years to come. Top tip – get your fence built in Autumn/ Winter when there is usually less demand and shorter lead times. These are not the only considerations for a brush fence so you should never be afraid to ask your contractor any questions you may have. A good fencing business is always willing to answer. #fencingtips #BrushFences

  • Get the Fence you pay for.

Make sure you ask to see a previous job or at least some photos of a similar job when comparing quotes. The quality of workmanship can be worlds apart. Left pic is our competitions hand thatched roll top the right is ours. You be the judge!

  • Not all Brush Fences are Created Equal

Brush Fences are one of our favourite to build. They are a beautiful, natural product, blend in seamlessly with the gorgeous environment on the Mornington Peninsula and in Melbournes suburbs as well, and the brush panels we source are entirely sustainably farmed. They also last a surprisingly long time. Of course the above is only true if you are getting good quality materials and a highly experiences installer. Unfortunately the popularity of brush fences means that everyone tries to do them, but they take a very skilled fence builder to get them right and of course the materials need to be high quality. Make sure you ask to see a previous job or at least some photos of a similar job when comparing quotes, ideally looking at fences that have been built some time ago so you can see how they have worn. • Don't leave it too late to Dog Proof your fence.

The best advice I can give you to not only stop a new dog escaping your property but also stop unwanted dogs visiting your back yard is get a local fencing expert around to inspect your fencing and gates before you bring a new dog home.
